RMS Technology Solutions develops alliance to thwart dirty bomb attacks

RMS and Splinternet will work together to fully integrate video surveillance cameras and radiation detection field sensors. By using RMS Technology Solutions' AC/SiSS (Advanced Camera Sensor Integration Software Suite), signals from field sensors along with GPS data will allow cameras to pinpoint activity and cue cameras in the vicinity of the event, thereby enabling law enforcement to take rapid response measures as the event unfolds.

RMS and Splinternet will deploy their integrated solution in public buildings, transportation and shipping facilities, hospitals and entertainment centers, to defend against the potential threat of a dirty bomb attack.

RMS has a proven 30 year track record of implementing hardware and software infrastructures for Fortune 50 companies that require emerging technologies that support wired and wireless communications.

Splinternet's DefenTect integrated gamma radiation detection architecture is an emerging homeland security technology that sends data from perimeter or portal radiological sensors to an incident command center or portable device like PDAs, cellphones, or pagers. When high-energy gamma rays emitted from a dirty bomb are detected, authorities are altered to possible radiation risks. The DefenTect system can be integrated with an existing PODSS network of surveillance cameras.

New Installation
PODSS® in Rochester, NY catch crime on camera

With the passing of a state law last August, the City of Rochester, NY approved a $1.5 million purchase for the design, installation and maintenance of RMS Technology Solutions' wireless PODSS cameras. Rochester's Mayor Robert J. Duffy stated, "The surveillance camera system has been manufactured by RMS Technology Solutions specifically to meet the needs of the City and has been approved by the Police and Information Technology Departments after an intensive review of technical requirements and systems in use in other cities."

Integrated solutions
Rochester has installed 50 PODSS cameras and associated wireless infrastructure. Additionally, there are plans to integrate the camera equipment with RMS Technology Solutions' AC/SiSS, is a software system that provides automated camera control with sensory technologies like gun shot detection and license plate recognition (see PODSS Bulletin, April-May '07 and August-Sept '07).

The City also purchased new workstations and equipment to enable central monitoring of PODSS video images. Surveillance sites were chosen with input from city council members, area residents, and business owners.

Impact of surveillance
Although some experts disagree as to the effectiveness of surveillance cameras in deterring crime, keys statistics have shown a downward trend in serious crime when surveillance cameras like PODSS are combined with community and police operation efforts. Chicago Police Deputy McDonald commented, "Chicago's Operation Disruption is not a silver bullet; it is intended to work in concert with all other strategies. Still, statistics show it has certainly been a very effective tool in the fight against gangs, guns and drugs." In Chicago's tough neighborhoods where PODSS have been installed, calls for service have declined by 76%. The serious crime index declined by 17%, and quality-of-life-crimes decreased by 46%.

There has been overwhelming praise around the nation for PODSS by citizens and city officials alike. PODSS and integrated sensory technologies have had a positive and dramatic effect in reducing violent crime and improving apprehension of criminals. Rochester's Mayor, Robert J. Duffy, comments, "I'm proud to say that, working together, we will be able to make our city safer using the most advanced technologies available to apprehend criminal offenders. In concert with the efforts of our local police officers and of concerned neighbors, these cameras will help us ensure our citizens are safe and can feel safe."
